I cant seem to find how to record from a vcr to my camera tape. and the tape isnt copyright protected because its just a home video. how do I make it record thanks.

I'ts likely that the record sensor that pushes on the tab on the tape is bent or broken. Making the VCR think you are trying to record on to a protected tape.
I called the manufacturer and realized I was using the wrong type of recordable DVD disc to dub to. Non copy protected VHS tapes dub just fine as long as I'm using the proper disc.
If you have another VCR system (Master) you can connect it from the master to the Panasonic DMR ES15 (slave). Insert the copyrighted tape onto the master VCR system and insert a empty VHS tape on the slave system. In the slave, record from the master. When done, you can record from the videotape you have made from the master tape, to the DVD recorder.

thisCD recorder wont DUB COPY PROTECTED MATERIALS (COPY RIGHTED) AS IT WILL RECORD HOMEMADE VIDEO FROM A VIDEO CAMERA BUT NOT FROM A STORE BOUGHT TAPE AS THEy ARE COPY PROTECTED.
if you are using rca cables let the cam playing something you recorded and try find the channel on vcr(on its tuner).it would be helpfull if you post a picture of your cord
