David Logan- That is NOT how the Neptune unit opens. First you have to remove the control panel by removing the 4 hex head screws from the back of the control panel, then move the panel out of the way carefully as there are wires connected on the left side. Then remove 4 or 5 screws across the top of the front panel. Now you can lift the front panel up and forward. Be careful as there is another yellow wire connected on the right side. Now you have access to the guts of the dryer.

FIRST, OPEN THE DOOR AND REMOVE TWO PHILLIPS HEAD SCREWS ON EACH SIDE OF THE OPENING. TWO GO THROUGH THE HINGES, AND TWO ON THE OPPOSITE SIDE OF THE OPENING. THEN, PULL THE OUTER PANEL FORWARD FROM THE SIDES NEAR THE TOP. IT IS HINGED AT THE BOTTOM. LIFT IT OFF THE HINGE WHEN YOU HAVE THE TOP EDGE PULLED FORWARD. YOU WILL HAVE ABOUT SIX OR EIGHT 5/16 HEX HEAD SCREWS TO REMOVE
AND THE FRONT BULKHEAD WILL THEN COME FORWARD TO REMOVE. AT THIS POINT, THE FRONT OF THE DRUM IS EXPOSED AND YOU CAN SLIP THE NEW BELT ON FROM THE FRONT. PAY CLOSE ATTENTION TO THE DIAGRAM ON THE BAG FOR PROPER ALIGNMENT AROUND THE IDLER AND MOTOR PULLEYS. IT WILL BE EASIER TO INSTALL THE BELT IF YOU LAY IT IN THE GROOVE NEAR THE REAR OF THE DRUM, BUT THAT IS NOT IT'S FINAL RESTING PLACE.
AFTER YOU HAVE THE BELT AROUND THE PULLEYS, REPLACE THE FRONT BULKHEAD WITH FOUR SCREWS, ONE FOR EACH CORNER. MAKE SURE YOU DON'T FOLD OVER THE FELT SEAL AROUND THE FAN HOUSING. SLIDE THE LINT DUCT PORT INSIDE THE FELT SEAL. ONCE THE BULKHEAD IS IN PLACE, PULL THE BELT OUT OF THE GROOVE AND SLIDE IT TOWARD YOU UNTIL IT LAYS ON TOP OF THE MARKS THAT THE OLD BELT LEFT BEHIND.
ROTATE THE DRUM MANUALLY COUNTER CLOCKWISE TO BE SURE THE BELT IS ALIGNED AROUND THE DRUM.
IF IT IS NOT, THE BELT WON'T STAY ON THE PULLEYS.
AFTER YOU ARE SURE IT IS O.K., REASSEMBLE THE REST OF THE DRYER IN REVERSE ORDER.

You have to work from the front. Pull the top then the front then you will be able to see everything. Pretty self explanatory.

If the belt looks worn you should replace it. But it sounds like the idler pulley has gone out of position or possibly broken. The idler pulley adds tension to the belt and keeps it from spinning on the drum surface. Check the path of the belt on the bottom of the dryer. That is where the idler pulley is.

Mine did same thing within warranty. There is a motherboard problem in them that is cause by power surge during an eletrical storm. First try unplugging for 10 minutes and see if it resets. If that doesn't work, you need to have the motherboard replaced that runs the unit.
Repair man took the front off my unit and replaced entire motherboard. He stated that it was a known issue with that motherboard. I have had no problems since my motherboard was replaced 18 months ago.
