This is a serious safety issue. Turn the power off to the dish washer at the source; either unplug it from the wall receptacle if there is one or turn the circuit breaker off that provides power to the dish washer. You need to inspect all the wiring to the dish washer, making sure there are no loose wire connections, or broken wires. Especially check the neutral wires, those are the white wires , making there are no loose connections or breaks. If yo can not locate the problem, leave the power off, and call in an electrcian.
It sounds to me as though you may have a bare wire giving a direct short to the system.therefore by having a hot wire grounding out on the dishwasher body, it is running that current to the dishwasher body where if you touch the dishwasher you will recieve a shock.this also doesnt allow the electricity to go to where it is needed to power your appliance.
