Does not switch on
Usually, the device will not switch on because the battery is low, or not charged. If this is the case, charge the battery (fully) first, then try it again.
If your battery is fully charged, and/or the device is still connected to a power source, and it still doesn't start up, try to do a hard "RESET" ... by inserting a pin (or a straightened out paper clip) into the reset hole at the bottom of the device, and pushing it in (gently). Then try to restart it again.
If that still won't start the device, either the software is "bad" or the hardware is "dead". You may wish to send it to TomTom for repair, or abandon it.
