SOURCE: CD player won't work
Firstly is it burnt or factory cd? Most factory cd players won't play a burnt disk.
If you have a store-made cd and it is not reading that, then the lens inside the player is dirty and needs to be blown out with a can of "airduster"

Picture dvds are read with different software than that required to play movies. Make sure that you actually have dvd player software installed on your system, like WindDVD or Power DVD. See this link for a few.
