I need to know how do you hook up the two wires in the back of the power box for Malibu lights?

Dealer ship parts department.

With that loose wire with tape on it it sounds like an add-on alarm may have been installed at one time, which would tie into the brake lights to make them flash when alarm goes off. Maybe those places that install these alarms may be able to figure the wiring out and put it back to 'normal'.

The lights don't have bulbs?/ This is not clear.
Buy new bulbs.
Be sure to unplug power pack when working on lights, or power pack can fail.

Power pack wattage has to match bulb wattage, or it shortens life of power pack.
I don't know physics and electrical engineering enough to know why this happens.
Also when working on bulbs, manual says to unplug power pack so it doesn't burn up.
If bulb is under water that's fine, but wiring cannot be underwater where it shorts out, or suspect this action might also shorten life of power pack.
With receipt, power pack could still be under warranty.

The power pack should make a humming sound when ON

1) Maybe power to the plug is off
Plug hair dryer into plug and see if it works
Check your GFCI resets in bathroom and kitchen
Check breaker in box

2) Maybe time of day needs to be set
Unplug power pack > plug back in > set on-off trippers
Rotate dial counterclockwise to present time
Then rotate dial two complete revolutions and return to present time

My malibu transformer has a reset button on the back near the terminal connections. If the transformer is on (time displays on the panel) but the light fixtures are not lit, look for the reset button on the back and depress it.

who makes the light? Most led brake turn signal conversion use one ground wire for the whole light. those "grounding boxs" are electric resistor what they will do is slow how fast the turn signals blink and they wire in like this one side to the power in and one to gound __________ ground wire [ <---- resistor

if you can not find wire for reverse just hook into backup light wire. I do not know what color wire is for backup lights off hand. but if you put brake on,car in reverse, you can probe the wires to see which is the backup ones. this way you may be able to hook into them under dash or at the mud guard on bottom of the door that covers the wires to the back of vehicle.
