Depends on source of leak:

Some leaks can be repaired, while other leaks indicate that tank is rusted and needs replacement.

Check the breaker to see if the unit is getting power. You will need a voltage meter to check out the thermostat on the unit and also you will need to use it to check if the elements aren't blown. Sounds like the unit isn't getting power but could be the thermostat located under one of the panels on the side of the unit.

GE Smart Water Model # GE40M06AAG

Bad relief valve or too much pressure in the tank. Does water heater system have a pressure blotter tank that allows for expansion(an expansion tank)

The water is not heating. The tank is not leaking on this 4 year old electric water heater which is a 40M06AAG GE Smart Water unit.

If you know a little on mechanics try to disassemble the unit in order to clean it inside.Or get an Electrician to repair it.Those unit works like the electric ranges. The heating sys of the water has inside electric parts that with the time get burn.

We have a leaking water heater.

As far as a shut off valve on to the water heater, if there is one you should be able to see it on the water line going to the heater. This is not common in mobile homes. If there is not one I would strongly recomend you install one when you replace the heater. If it is going to be a while before you replace the heater you might consider draining it and cutting into the inlet line and installing a shut off valve, so you can turn the house water back on. I hope this helps.
