I have found a Rockford Fosgate P250.2 2 Ch. Amplifier (250W) that is being sold for next to nothing but it is being sold as-is since it does not power on.
Here are my questions:
1. Is there a typical cause to this type of problem with this product?
2. Would it likely be fairly inexpensive to perform the repair?
3. Could a working version of this product power 2x 12" 4 ohm subs and sound pretty good? Or would 1 x 12" 4 ohm sub sound better?

If there is no power and the fuse isn't blown, it's likely that the power supply FETs are blown. The parts are likely to cost less than $15 if that's all that's wrong with it. They are soldered to the MEHSA insulator and you'll need a small butane torch to remove and replace them. You should also be able to buy the insulator/transistors assembly from Rockford but I don't know what it will cost from them.
Sometimes, there are other problems that cause the power supply FETs to fail. If the output transistors failed, they could have caused the FETs to fail.
With either of these faults, there may be additional damage which may or may not be difficult to troubleshoot.
It's also possible that the board is badly damaged (sometimes happens when the power supply FETs fail). This can make it difficult/impractical to repair.
