that govenor is adjustable
with all the load and vibration and use
sometimes that govenor adjustment will need a twig
lever moving up and down is a good sign
does it need a spark plug
or valve adjustment
if all that is ok
if you push that lever slowly full forward and motor stalls
may tell you its govenor needs a twig
honda make good generators a service should sort it out motor part generator has a govenor that can be adjusted check carby idle .bad fuel . ,coil lead and plug four stroke may need valve adjustment
generator part check its voltage output and how much load you have on it when it has the rough idle
If you don't have at least some load on these, they surge a bit as the govenor "hunts". Put at least a few hundred Watts of load on it and see if it stabilizes.
One thing I read is that on some the arm from the govenor shaft can slip on the shaft so the arm is rotated on the shaft to a point the govenor isn't even in contact with the internals driving the shaft. On those units a clamp bolt becomes loose causing the problem.
I suspect if there IS an internal problem it is severe and one would have to disassemble the engine before operating it lest damage occur from loose parts.
What do you want to adjust? The voltage is likely NOT user adjustable. The frequency is controlled by the speed govenor and needs to be checked under load. For engine adjustments search google for small engine repair for tips.
