I struggled with this myself after replacing my RAZR with a blackberry Pearl and losing the manual for my Insten HS120S headset. The key is knowing how to put the headset in "pairing mode". For the HS120S, I finally figured out that you had to hold both the up and down volume buttons until the blue and red LED lights flashed in alternation. Then my blackberry found it on the first try.
Make sure the Bluetooth setting on your phone is actually on and that your headset is actually on also. You should be able to view a list of nearby bluetooth devices on your phone. When your headset shows up, select it to connect to it.

For all current Bluetooth headsets the passkey is 0000 (four zeros). If
the phone does not accept this code, please refer to your cell phone
user's guide to ensure the proper setup procedure.
Note: Powering your
cell phone off and on sometimes corrects this issue. You cannot change or personalize the PIN code/password of the Bluetooth headsets. It will always remain four zeros.
I have put the link for Explorer 200 Series User's Guide below which should be helpful.
Once you make your cell phone discoverable, then put the Plantronics
Voyager Pro headset into pairing mode by holding the power button until
the headset flashes red and blue. Here is the link below for the
Voyager Pro pairing instructions.
On your phone, try Settings > Connectivity > Bluetooth > (turn on) > Phone visibility (shown to all / on) > Search for devices >Choose headset (when located) The password is 0000 (four zeros)
The head set is still set to the old phone, hold down the call control button until it starts flashing red/blue. then it will be ready for your new phone to find it. (remember if you didnt change it the password will be "0000"
Hold both the up and down volume buttons on the headset until both the blue and red LED's flash in alternation. That sets the headset into "pairing mode".
