REmove deck, remove crank pulley ( 5/8ths), remove belt from pulley, remove belt from transaxle pulley, then remove belt from crankshaft, remove belt from idler pulleys and remove from unit. Reinstall in reverse order.

Main seal is probably leaking.
Remove the seal, check for bearing play and replace as needed.

Where is the 20 amp fuse located in a cub cadet ltx 1040?

The manual for the Cub Cadet LTX 1040 is posted at https://www.cubcadet.com/wcsstore/CubCadetCatalogAssetStore/Attachment/owners%20manuals/residential/2010_LTX1040a.pdf
On page 28 under "Fuse," it says that the 20-amp fuse "is located under the hood, mounted behind the top of the dash panel on the support bar."
