You can buy it online from DeWalt the part number is 399063-00 list price 23.74 or you might try ereplacementparts.com also. They don't show what the wire guage is or length so I can't tell you to go to an electrical supply house and get it. Good luck

This is an easy one. Write or email the maker of your tool and word it nicely just like this: "I enjoy doing business with your company but unfortunately charging cord was not included in my most recent purchase." (Always say: " THANK YOU IN ADVANCE for solving my problem ASAP by sending a __________ cord. (Most customer service reps are monitored and encouraged to bend over backwards!) They might even include some extra stuff (tools) if you ask. Dewalt has done that for me on more than one occasion!
If your machine is under warranty, Singer will have to send you the cord. If it is not, you can purchase it from an eBay seller; use "Singer 4423 Power" as a search term. I don't know how much help you require downloading the manual, but if you click the 'download the entire manual' link on that page I gave you, you can probably figure it out. I have confidence in you.
Take it apart and check the electrical connections and brushes. Check the power cord and be sure you are getting power to the connections at the motor switch. If yes, turn switch on. Are you getting power off the other side of the switch. If you don't see any issues with those it may be time to take to the shop.
I wrote a long response to your question, which apparantly has been lost in the web somewhere.
Try to make sure the detachable power cord is properly connected, and twisted 1/4 turn clockwise to lock in place.
Make sure the toggle switch is working freely.
Make sure the collet lock or spindle lock is not engaged.
If that doesn't help, please write back and I'll try to re write a troubleshooting guide for you.
