I have the back panel off but I can not find a fuse anywhere, I do see something that is in that black shrink tape that may be a fuse but it is saudered to the board so I am assuming that is not it.
Follow the power cord or power jack, it will lead you straight to the fuse. While most fuses snap into fuse holders, some manufacturers solder their fuses in place.

This must be a Samsung controller inside. Samsung controller have trouble finding if signal is ntsc or pal when tv is turn on before the source. If this is the case, just turn off the tv, start the cablebox and power on the tv again.

If the fuse burned out the the tv would not turn on at all. When the tv is on is the back light still on? If its not its probably the back light that needs changing. If its on then its one of the circuit boards.

You did not mention what model television u are working on, but this small info may help, make sure you remove the stand mounting screws completely from the unit as these screws can keep the stand from being removed, also some unit come off from the other side face first, try turning the unit on its back to see if this is the case with your model.
