Troubleshooting listed on the Toshiba website:
The TOSHIBA Web Camera Application provides you with convenient operations and easy access to:

• Preview the video that the Web camera is currently capturing, at the same time
• Support 2D mode, Shutter Glasses 3D mode and Red-Cyan Glasses 3D mode
• Capture still images
• Record videos

If this utility or feature is not installed on your computer, you can verify if it is available for your specific model under "Downloads" on the TOSHIBA support web site (support.toshiba.com). Not all utilities are available for every model and operating system. When installing any utilities, install the TOSHIBA Value Added Package first.
To open the Web Cam:

1. Click the Start menu. On Windows 8, go to the Start screen.
2. Enter "Camera" into the search field. On Windows 8, type "Camera" while viewing the Start screen.
3. Click "Web Camera Application" in the search results.
4. The Web Cam will open and live video from the camera will be displayed.
5. When you place your cursor over the web cam video window a row of icons appear at the bottom.

For your convenience I've pasted the relevant information about charging the batteries from the above manual:
Please charge the battery as below 2 methods: A. Charge with USB cable Insert the lithium battery into your camera correctly, and connect your camera to computer with USB cable. The red LED of camera will be light on indicating that your camera is in charging status, the LED willbe off when charge full.
B. Charge with supplied charger Your camera is supplied a compatible charger for you, you are only required to put the battery into charger and charge the lithium battery directly from electrical outlet

Hi;that is look like thats is your battery pack
;/try removed the battery out and used the power pack to power the camera, and lets charge the battery pack for almost 10 -12 hrs that way you willbe sure if its the battery or the camera are the problem...

while the camera gets open,a sensor/switch willbe switchedON,but it is not so,the mechanism of the lens operation is defective,so get it serviced.

It is ccd imager chip failure in your Canon A85 camera and ccd imager chip willbe replace to get live view to take pictures.
Canon offers free of cost repair for A85 model for same problem. Click Canon CCD Imager Advisory for details and check your camera model number in that list.

I THINK I MAY HAVE SOLVED MY PROBLEM. I WAS PLACING TOO MANY PICTURES IN THE FILE AND THIS WAS NOT BEING ACCEPTED. I WILL TRY WITH LESSER PICTURES AND SEE IF MY PROBLEM IS RECTIFIED.
