I think u have to change the capacitor which is the cause for making such noise

There would be a capacitor shaped like a black bottle on the board which needs to be replaced. The new tube you have installed seems to need more power then your current capacitor can provide. If this keeps on happening you may end up burning out the capacitor. get a new one with a higher power rating.

The capacitors in your television need to charge up when the unit is first turned on. You need to replace them if the noise gets much longer.
Check the connection in your tv..........the noise is produced due to bad solder in you tv ..........
check the capacitors....
Excessive load or faulty power supply cycling on its overcurrent protection circuit.
High voltage shutdown, or some other system detecting an out of regulation condition.
A dried up main filter capacitor or other filter capacitor in the low voltage power supply that is producing an out-of-regulation condition until it warms up. A bad filter capacitor on the output of a series regulator may result in excessive voltage and subsequent shutdown.
A problem with the microcontroller, relay or its driver, or standby power supply

can you narrow the problem down to one board and location within the set ?
I fail to mention that the set has no video at all because it will not power up. I feel like if a board # can be given it would help greatly with the scratching sound problem.
