One of the support arms on the back of the spin basket (stainless steel tub) is broken and causing it to spin in the fashion you describe. The only fix is to replace the spin basket. Using it in its current condition will cause serious damge to the outer tub shell. Let me know if you decide to replace it or need assistance locating a replacement tub. I can assist you in how to disassemble the washer and how to reinstall a new tub. Sorry...I wish this was better news.
I apologize for taking so long gettng back to you. To answer your question, "no" it is not recommended that you weld the support arms of the spin basket as I believe they are made of aluminum. A replacement spin basket can be purchased online at searspartsdirect.com. Just type in the model number you provided and the spin basket is listed under the "Tub and Basket Parts" heading as item number 11. This is not an inexpensive part. Hopefully, the basket if you ronly problem. Dependent upon how long your washer was allowed to run in its current condition you may have also caused significant damage to the outer tub shells (items 8 & 21). As long as they are aren't leaking, you may get by without replacing the shells. The front shell typically takes the blunt of the punishment when the spin basket is spinning off balance, however. Just some things to consider...

The link explains how to replace the rear tub bearing, but you cannot perform that repair without removing the spin basket. I would recommend you read through the link thoroughly first to see what you're up against before getting too deep into taking the unit apart. No special tools are needed. I would recommend an electric screwdriver with socket attachments to make this process go faster for you.
PS I would also recommend that since you are going to have to break the seal on the tub shells to get to the spin basket that you purchase a new tub gasket at a minimum. This will ensure you have a good seal when you bolt the two shells back together. The seal is listed under the same heading as item number 10.
