Double check that the wires are connected properly. Also verify that all of the leads are operating as they should with a multimeter. If you used a harness adapter verify both before and after the adapter.
Try disconnecting your battery, reconnecting it, and resetting your stereo. If that doesn't work, the constant power (yellow wire) or ignition wire (red wire) may have come in contact with ground or isn't properly connected. Make sure everything is connected properly and try resetting your stereo. If it is still flashing "protect", the unit needs servicing Contact JVC Customer Care Center at: 800-252-5722.

The 0.2MHz odd steps are standard for US radios.
Try resetting the radio (recessed button under the front panel)
