What does the device manager say about the hardware?
It could be loss of the usb device controller. Windows XP is old and that is an indication that the hardware is old too.
Check with fresh batteries.. Did you sync the mouse with transciever? Push tiny button on transceiver, (maybe hold for few seconds) light flashes quickly.. then push tiny button under the mouse, light stops flashing. Try few times, maybe otherway round. If still not work consider defective.
Did you install the driver before connecting the mouse? If so, press the Connect button on the receiver, and when the light starts flashing, press the Connect button on the mouse. The light should stop flashing, and the mouse should work.
Try to take off battery and next push and hold down the small button that protrudes where the receiver is placed in the mouse, put back battery and simultaneusly release the button,it might make the mouse operate correctly.

rest/connect button on the bottom of the mouse and press it to
Reset/Connect the mouse to the receiver and work properly.
If not, try pressing the receiver button and then press
the mouse. This should be done whenever you change batteries or
glitch.
