Tv wont turn on, green light blinks 2-3 times and makes a whining sound

thats the error code indicating that the flyback is bad. You need flyback 259296 and you can get a new replacement flyback at the following link and they provide free step by step instructions on how to do the repair which is very easy. Heres the link.

Repalce 3 capacitors 2200uf 16 v & two 220uf 35v.

check for vented caps or shorted flyback or tripler.

could be power supply problem or high voltage problem. check caps in main power supply first.look for caps that have tops puffed up ususlly three or four.....
