Are you already try changing tapes, if still try to hairdying the mecanism if you use the same tape after first try turn forward your tape manual, usually the cause of error 4 is the drumhead doesnt spinning cause sticky tape, Hope this solve your problem

Here's what i found. I was able to clear the message by opening and
closing and ejecting the cassette. I also had to play with the battery
at the same time. Keeping the cassette door open and then pulling out
the battery. After is did this a couple of times i got the message to
clear. I too haven't used my camcorder for some time and now that the
error message has cleared the camcorder tells me that i need to clean
the heads. Hope this helps. Below is the message i found that pointed
me toward ejecting the cassette. An error indication (E03 or E04) appears. - (E03 or
E04 UNIT IN SAFEGUARD MODE REMOVE AND REATTACH BATTERY) This massage a
malfunction of some kind has occurred. In this case the camcorder's
functions become unusable. - Eject the cassette once and re-insert it,
then check if the indication clears. When it does, you can resume using
the camcorder. If the indication remains, consult your nearest JVC
dealer or service center

I have a DVL520U,
I may be lucky from what I have read, but this is what I did. I took out the tape, released the tension on it by pressing the small tab between the wheels (I observed a slight wheel movement). I took the eraser end of a pencil, and while holding the tab, rotated the spindles of the tape 10-15 rotations back and forth (this from the vcr days and tracking problems). I put the tape back in and the problem went away. I thought of this after reading post after post and then finding the definitions of the error codes on a french website. Codes 4-6 seemed to be with the mechanical aspects of the drive, codes 1-3 with the sensors etc. All in all it was a guess on my part. If any of this works for you, pass it along.
Is there an easy way to reset all settings on camera back to factory default

There does not appear to be a factory settings reset, however in the manual, all the settings and their preset values are listed.
You could try removing all multimedia cards, battery, power supply and leaving the unit for around 3 months! (page 11) to discharge the internal memory cell, or if you feel competent to take the camcorder apart, you MAY be able to remove and replace this battery.
Unfortunately I think the resets have to all be done individually, or take the camcorder to a service centre to see if they can discharge the internal memory cell - this is probably not a good idea, dependent on the exact tyoe of cell used.

Take camera and its battery to a camera outlet, ask them to check the built-in rechargeable battery.
Most outlets will help you with this, as its likely that if the battery has failed, you'll buy a replacement from the same dealer.
