Head alignment (re-aligning the tracks) is not something we as owners can undertake - it has to be done professionally.
You can however quite safely clean the heads by using one of the dry cleaning tapes sold for the purpose. I have used an 8mm/Hi-8 cleaning tape made by TDK for a number of years with good results. Remember that if your heads are dirty both recording and playback will be affected and once you have cleaned the heads you need to test the camera by recording new footage and then playing it back to see if matters have improved. your camcorder i presume must use MPG2 and audio with 48k. if u r using adobe premiere to store, then u have to choose the 48k audio format. if ur using any other thing to store, i would recommend final cut pro...

According to Sony, the 31 problem is one that requires a power reset of the camera. Turn off the camera, remove the battery, remove the AC adapter if it is in use and then wait several minutes before re-attaching the battery and/or power and turning the camera on again.
The 23 problem is a non-Sony InfoLithium battery. Apparently these smart batteries interact with the camera. According to Sony: "Replace the battery in the camcorder with a Sony® InfoLithium battery or connect the supplied AC power adapter."
Bad capture from dv camcorder
I found a capture program called scene analyzer that seems to capture well but it still looks bad after being burned to cd. I read about interlacing possibly causing this problem and software to correct it. I already bought cyberlink power director for $80 and was wondering why they would not include deinterlacing software in their product?

The best thing you can do now is to take it to a specialist and get them to do the repairs. Camcorders have a lot of electronics in them and can be easily damaged if your a not an experienced repairer. You might also have to consider that this camcorder might not be repairable.

Acetone is a powerful solvent capable of dissolving plastic parts, plastic gears, housing and insulation.
Besides that, it leaves a residue of microscopic crystals which have probably contaminated the highly-polished metal head drum.
Not to mention gumming up the bushes and bearings.
With your next camera, rather use a head-cleaner DV-tape.
