YES! Needs charging......plug in charger and recharge battery.

Leave the suction pad with the holder on the windscreen. Remove only the GPS device from the holder if you have to.

The lightning bolt indicates that the battery is being charged. Remove the unit from the charger and the lightning bolt will go away.

There are usually 4 side by side green bars if the battery is fully charged. You can think of each bar as 25% power, so (4) bars is 100%, (3) bars is 75%, (2) bars is 50% and (1) bar is 25%.

Heated windshields (and some others) contain metals which shield against GPS RF unintentionally.
