Check the fuse in the fuse box, if OK, replace the lighter unit, making sure the unit housing is clean and wiring is securely connected. Aftermarket units are relatively easy to put in and cost around $10
Fuse 1 is usually labeled as Radio in the fuse box.
The 2nd fuse shares circuits with other devices that are powered straight off of the battery, so look and see if your dome light works, and your cigarette lighter. If either of those aren't working, check the fuse for that item. Cigarette lighters are usually listed as Cigar in the fuse box, and dome light is usually CTSY or Courtesy.
Internal workings of the radio, if the radio is operating fine then your bulbs/lighting inside the radio is bad as the lights come on with power to the radio. Normally they don't replace this and just swap the radio which is expensive. If the vehicle is still under warranty I would take it back and even if its not its an 08 go and raise hell to the dealer and force them to buy you a new radio!!
The fuse for the power outlets/cigarette lighter is located in the rear power distribution box located in the trunk (pictures of location below). Chrysler does not give pictures of the layout but they are numbered. The fuse you are looking for is in the number 18 position and should be a yellow 20 amp fuse. In my case the solution was a fuse on the passenger side inside fuse box. It is not listed as a fuse for the radio but it is none the less. If your cigarette lighter isn't working either its the fuse. On my 2004 it was fuse # 9 a 15A fuse.
