If your not particular mechanically inclined, than do not attempt this.
You probably will not have the tools.
I would go to a friend who happens to have a LOT of mechanical tools and ask for help.
This is something that would be simple for someone good with their hands.

the outer cable may have come loose near the lock, if the grille screws are accessable remove the grille and you will have access to the underside of the lock, you may need a screwdriver to push the lock lever aside to unlock the bonnet

remove front grille then you have to fiddle about with the catch it is quite tedious but the only way or take to a dealrship

Cut the outer hood release cable sheath (under the dash) back to expose the inner wire cable, then using a pair of locking pliers (Vise Grips) pull on the inner release cable while another person pushes down over the latch area of the hood to relieve pressure on the latch and make it easier to open, the hook is released lubricate the hood latch and hood latch striker with white Lithium Grease (AKA "Lubriplate")

Cut the handle end off, use gorilla tape to attach new cable to the old one, then very carefully pull it through the firewall.

With some difficulty ... the cable runs inside the front inner guard box section down to the firewall and into the cabin. You will likely have to remove the LHS headlamp, quarter light, disconnect the front bumper cover from the guard panel, and then remove the guard panel.

2003 LANCER 2.OLT=REPLACED BATTERY,REPLACED 100AMP FUZE@BATT=CAR TURNS OVER BUT WON'T START! A JUMP START WAS ATTEMPTED BUT BELIEVE THEY CROSSED THE CABLES! HELP !

[email protected] all the fuses and relays in the 2 boxes under the hood and another one of fuses and relays panel inside the car, front of the driver seat, behind the pull out box next to the hood release handle..Under the hood check inside the one with 8" black square box;Check # 1 slot fuse, it is 60 amps for (+B ), check # 8 slot fuse for Engine control 20 amps, check # 15 slot Fuel pump 15 amps..And check another skinny black box lie next to that box, it has relay F, that is Engine control, check that also...And inside the car fuses panel; Check # 1 slot fuse 10 amps that for Ignition coil, # 8 slot Engine control 7.5 amps, # 12 slot Engine control 7.5 amps..After that recheck the battery post, that maybe needed re-tight..Don't force to tight too much, that will crack and broke the post and the plastic battery body...And check all the ignition wires and spark plugs that are tight or needed to replace..And check all the vacuum lines that are loose and leaks suctions or sometimes they are crack open by long ages..By the way check and recheck all those other fuses and relay for make sure they are good...Believe me that not hard to figure out those problems..You did everything rights so far..That one 100 amps fuse at the + battery post cable was connect to alternator for recharging your battery and give power to other items when car was running..Below that post, the middle cable was connect to the starter motor and the bottom cable was connect to that 8" black fuses and relays box under the hood...

grab what cable you can with vice grips, you didnt say where it broke.... if that isnt possible maybe bend a coat hange end and feed it under the middle of hood around the plastic covering the cable and yank very hard, sometimes that will release it but you need to have another cable as it may only work once....

You have a lable under the hood which tells you amount of freon in the system.
Usualy lable has yellow color and it's about 1X2 in size , located on radiator support frame or the hood.
