First of all, check boh ends of the cable connecting the laptop to the TV. Ensure that the plugs are fully inserted and the locking screws ae tightened.
Sometimes this symptom is also an indication of a bad circuit board inside the TV such as the LCD Controller Board (or TCON board).
Other times it is a problem with the LCD flat panel screen itself.
Depending on the model of TV, circuit board problems can occaisionally be repaired by finding a replacement board and swapping it out. However, second hand replacement boards can typically cost between $50 and $100 and don't come with any real warranty.
Problems with the flat panel screen itself are typically not economically feasible to repair.
Just to be certain, you should try out the TV in another display mode to see if the problem is consistent across all the available input sources.
Try hooking up a DVD player to the TV and changing the source to VIDEO and see if the problem is present there as well. If it is, then we know the problem is not with your laptop or with a loose cable connection between the laptop and the TV.
For a 15 inch model, the most economical solution is to buy a new TV.

I'm sorry Maurice, I was just going by the category information in the title of your question.
Ok, you might as well start by checking to see if the problem is with your laptop's screen or with the video card.
Try turning off your laptop, then hooking it up to an external monitor, then starting it up again.
If the image on the external monitor is clear and good, then the problem is most likely with the LCD panel in the laptop or the internal wiring to it.
If the external monitor has the lines too, the the laptop video card or motherboard is suspect.
