You can buy a disc buffer, but they are expensive. Also take it to a game stop or another video game or electronics store. They often have buffers that they charge small fees for disc repair.
if you can not find either of those, you can take comet, or car polish. mix the comet with water. Take a cloth and rub it in straight lines from the inside of the disc out and back in. NEVER circular. This will further ruin the disc. Then completely rinse and dry the disc before use.
