make sure to 'take ownership' of all files with your Windows 2008 account before transferring. (or your AD account if you guys use AD) note: you can only do this with an adminstrator account. Take Ownership of File or Folder
The only other place that I know of is eBay. Dell is very slow getting a replacement to you and eBay has increase its standards to prevent fraud and misrepresentation. I would check there. If you see one you like, you can email the seller if you have any questions.
For security reason, my suggestion is to go back to where you purchase it, and have the original owner disable the password. For Dell, they will suggest to fill up the transfer of Ownership and this will take time as they need to check for any reports specially for theft. Ask also the owner for the recovery disc and you can try to reinstall the operating system.
If you have forgotten your BIOS or Hard Drive Password for this model, there is a master code that you can obtain from Dell Support. Simply call, Email, or use Online Chat from http://support.dell.com and give them your Service Tag, and they can help you out from there. If it is a Windows profile password you have forgotten, try accessing the Administrator account from Safe Mode (Press F8 at Startup), and remove the password for the user account from Control Panel, User Accounts. Removing the CMOS battery will not reset the bios password. The bios password on this system (like most modern laptops) is stored on a security chip. You can search for a generic password but Dell only used generic passwords on its older laptops, newer laptops get a unique password in which a program uses the Service Tag and a serial # to generate. Also this laptop has no password jumper. The best way to remove it would be to contact Dell Tech Support, verify ownership, and they will provide you with a password. If you just purchased the system used, you will need to fill out a transfer of ownership (http://support.dell.com/support/topics/global.aspx/support/change_order/tag_transfer?~ck=ln&c=us&l=en&lnki=1&s=gen), Even if the hardware contract has expired they will still provide the password. The only reason they will not provide the password is if the system has been reported as stolen.
If all you need is to register ownership into your name follow the link bellow and it will take you to Dell's ownership transfer page. If you have another issue with the machine get back to me and I'll see what I can do.
