Well you can do this by using the filter keys ..follow the steps below to get your job done:

To lock keyboard with filterkeys ->activate sticky keys by pressing the shift key 5 times.
-> Go to settings and click the radio button 'use filter keys' this locks the keyboard and gives nifty little sounds all except the taskbar button if keyboard has one
->. easily unlock by double clicking little clock emblem in the bottom right hand corner of screen and deselecting use filter keys. Make sure you hit 'apply'

Connect your keyboard to your computer, and power it up.
Open a program that uses the function keys such as Microsoft Word or Microsoft Excel. Check your keyboard for an "F-Lock" or "Function Lock" key.
This key is used to toggle function-key support; when it is toggled on, the function keys will not work.
Press the "F-Lock" key and then try using a function key in the selected program. "F1" is a good key to test, because it is set to open a "Help" document in all Microsoft software.
If the key does not work, press the "F-Lock" key a second time, and test the keys again.

The arrows arent working, scroll lock must be on and I cant figure out how to undo. there is no scroll lock button

GOOD NEWS!
There is a scroll lock button on your computer and this is how you get to it.
Step 1
Click the Windows Start button which is located in the lower left corner of your screen.
Step 2
Click on All Programs. You will see a list of all the programs installed on your computer.
Step 3
Select Accessories from the list of available Programs. It is usually in the upper left on the list of available programs as the list is alphabetized.
Step 4
Select Accessibility, which is a sub-program of Accessories.
Step 5
Select the On-Screen Keyboard.
Step 6
Select the Scroll-Lock by clicking on the on-screen 'key' labelled 'slk' located upper right on the on-screen keyboard between the 'psc' and the 'brk' keys.

This should get that pesky scroll lock off right away!

Lazy finger causing keyboard to lock in all caps??

Does it happen with everything you type or just in particular programs? If it happens in Microsoft word 2003 highlight the area where the all caps is happening then go to Format, Font. Under the Font tab there is a section called Effects, in this section there is an All caps option, uncheck it.

If it types all caps everywhere there could be a short in your keyboard. You can solve this by taking your keyboard apart using a multimeter to find the short and reconnecting with solder or electrical tape. Getting a new keyboard or talking to tech support can also help.

Scroll lock is on when in excel

the quickest way around this as there is no scroll lock button the these keyboards is to your the on screen keyboard.

If using xp go to start>run and type in osk press enter, an on screen keyboard will appear. Click on the slk key and this will turn off the scroll lock, then close the on screen keyboard. Promblem solved.

If using vista follow the instuctions above but go to start>all programs>accessories>run
to access the run program

How do i turn off scroll lock

One way is to click Start>Run. Type osk and click OK or press Enter.

When the On Screen Keyboard appears, click on the SLK key. Presto!

Kind of a pain, but at least you can do it.

Also reading another forum that suggests hitting the Fn+Pause/Break keys.

Note: You can also get to the On Screen Keyboard by going to Start>All Programs>Accessories>Accessibilty>On-screen Keyboard, but doing the Run>osk is quicker.

Cannot unlock Keyboard Scroll lock - EX110

Found this little bomb shell after about 30mins of looking for an answer.

To toggle your scroll lock key:
  1. Click on the Windows Start button.
  2. Select Run.
  3. Type 'OSK' in the dialog box.

  5. The Microsoft on-screen keyboard will open. Notice that the slk, or scroll lock, key (located in the top row of the on-screen keyboard as shown below) is turned on.

  6. Click on slk (in the top row of the on-screen keyboard). This will toggle the state of the scroll lock key. Notice that the scroll lock key is no longer outlined in red. Scroll lock is now off.

NOTE: If you have installed SetPoint (Logitech’s Mouse and Keyboard software) the confirmation message Scroll Lock Off will also be displayed for about 2 seconds on your monitor.

Locked Keyboard

Goto control panel - keyboard. See if U can unlock it from there. Else goto control panel- system and uninstall keyboard, then "action" scan for changes and reinstall the keyboard. Normally the cd's that come with the keyboard have the programs to lock them out. Recommend... don't install the lockout program.
