A few easy things to try. First off, have you power cycled the unit since checking for a paper jam? Often that will clear false errors.
If not, look for the sensors. They should be somewhere along the paper path, and consist of a plastic lever that will be pushed down as the paper moves past them. Usually these levers have springs attached - if the spring comes off, it will register a paper jam. You'll probably have to take off some of the housing to get to them.
I'm not sure this will help much, but since I found it I'll post it. The user's manual:

If the sensor needs replaced (most often due to something simple like a piece of plastic breaking on it), you can order new sensor PCB assemblies (sensor and its small control board) here:

They also sell a parts manual, but it's a bit pricey.
This is a common problem in 9080C. When the top cover is closed, the sensor sends light and it is reflected thro the black cover in the bottom. Then the scanner assumes the cover is closed. Any obstruction is treated as P00 error. You will notice three small oval & round shaped clear plastic. Clean them with a brush and ensure the edges are clean. Light goes thru one side and come thro the other, which is sensed by the unit placed in the top cover.
Use Qumatool to check if all the sensors are working okay. Normally sensors dont fail, there must be a small piece of paper (like the 'dot' of pre-printed stationery) sticking somewhere.

If there is already a document inside the scanner while powering on, you get P00. Remove any paper inside the scanner. If there is no paper and you still get P00, then thee must be a small shred of paper blocking sensors. Gently blow air to clear it.

There is a paper sensor just under the rolers in the lifting tray. Clean the area thoroughly with a damp cloth. Keep some sheets and try ]count only'. If it works then the sensor is okay, then you can try your scanning. If it is not sensing paper, check the sensor or connections to the sensor.

P00 is paper/document already present in the Scanner and scanner not initialised. You will heat two beeps. Open remove all shred os paper. C01 is cover open, close it firmly

to check the page count install the driver and setup the scanner as a "scanner device" on your computer. Once you have done that , go to the "control panel" than "scanners and printers". Right-click on the device that says "Cannon DR-9080C" and select "properties". The device information will appear, than select the "counter" tab on the information box; the scan count will be listed.
Did you have any luck in fixing the P00 error?
I had a paper jam I cleared but now it keeps getting jammed
