When working with my Toshiba 27A62 TV with the same problem, we found that if we replaced the capacitor C520 on the main board it fixed that problem. It was a 25V 470uF cap located in the middle more towards the front 3rd of the board.

There is no common problem with this TV for the problems you all described. So, I would recommend that you all call a Factory Authorized Service Center to come to your home and give a written estimate b4 any repair is performed.
