could be some sort of brick just re flash the psp or just disable all plugins to see if thats the problem

u probably have sticky stuff and dirt in the directional pad, try this:take the battery out, make sure the power is off, pour a little alcohol in the the crack of the directional pad, then press the directional pad in the different directions to loosen it up, finally let the psp sit for a few hours til the alcohol dries (or blow in it) that sould loosen everything up, if that does not work you will have to open the unit and clean the pad thorougly... Ok. navigate to system settings and scroll down to RESTORE SYSTEM SETTINGS, after that turn off your psp and wait for about 3 minutes and turn it back on.

its dirt man.. take your console back to where you bought it so that they can check. There are no other reason why your d-pad wont work.

Maybe the disk isnt read rite by your psp. maybe the disk is wrong?
Or it could just be that you dont use the directional buttons for gameplay, just the analog stick. XD

do you mean the four buttons or the joystick? If it's the joystick it could be the piece of jelly/plastic that connects it to the motherboard

I think your PSP may have had a confrontation with moisture. It sounds like the D-pad has one of the circuit pads shorte together full time. If one of the direction pads is always on, it will ignore the rest or add to them for a diagonal move. You need to open up your PSP and Look closely at the circuit pads for a form of short circuit across from one side to the other. you can scratch the short away if you find one. This should help.
