Install a new hosts file. hosts files are basically lists of blacklisted sites for your web browsers.  If any material, even an annoying advertisement, originated from an address included in the hosts file, that material will be blocked in your web browser.

Try the hosts file on the followwing page:
http://www.mvps.org/winhelp2002/hosts.htm

This hosts file blocks many malicious and annoying sites

Most of the spyware programs on the Internet that will infect your computer log the websites you visit so that they can launch pop-ups and advertise products for you to buy.
If you have recurring pop-ups caused by spyware that appear whenever you connect to the Internet, you will need to completely remove the spyware causing the problem.
The most effective way to remove all spyware from your machine is to use at least two different antispyware programs while your computer is in safe mode so that the spyware cannot open itself.
Navigate your web browser to a website that offers a spyware removal utility such as "Spybot" or "Lavasoft Adaware".

http://www.safer-networking.org/index2.html spybot
http://www.lavasoft.com/ lavasoft
Download and install the antispyware software.
Navigate to a second website and download a secondary antispyware utility.
Restart your computer and wait for the manufacturer's logo to appear on the screen.
Press the "F8" key repeatedly until a new menu pops up.
Scroll down through the list of options and highlight the entry labeled as "Safe Mode."
Open up the first spyware utility you installed earlier once the operating system has finished loading in safe mode.
Click on the antispyware utility's "Update Now" button at the left side of the window.
Wait for the program to finish downloading the latest spyware detection routines.
Disconnect your computer from its Internet connection either by unplugging its Ethernet cable or by powering off your wireless router.
Click on the "Search For Problems" button above the "Update Now" button.
Wait for the program to finish scanning your computer's hard drive for spyware, and then click on the "Remove Selected Problems" button.
Close down the antispyware program.
Reconnect your computer to its Internet connection.
Open the second antispyware utility you downloaded earlier.
Run the program's update feature and then disconnect your computer from the Internet again.
Run the program's scan, and then remove any problems it finds.
Reconnect your Internet connection and then restart your computer to finish removing the recurring spyware pop-ups from your PC.
Hope this helps

Stop Internet Pop-Up Ads
Increased control over your computer and its security means less worrying about ********* attempts and virus infestations.
Part of security control when it comes to your computer is stopping pop-up ads from appearing while you surf the Internet.
Pop-up advertisements are not only annoying, but can also make your Internet connection seem slow.
In addition, some pop-up ads are designed to trick you into downloading malicious spyware and programs, which is why blocking pop-ups is a vital issue to the health of your computer system.
Download the latest version of either Internet Explorer, Mozilla Firefox or Google Chrome.
All three of these Internet browsers contain built-in pop-up blockers.
Install the browser on your computer and open it when the installation process is complete.
Set the browser's pop-up ad blocker to its highest settings.
Click on the "Tool" tab in Internet Explorer and select the "Pop-up Blocker Settings."
Select the "High" setting in the Blocking Level drop-down menu to block all Internet pop-up ads.
In Mozilla Firefox, click the "Tools" menu and select "Options." Click the "Content" section and make sure the box that reads "Block pop-up windows" is checked.
Using Google Chrome, choose "Options" from the Tools menu.
Click on the "Under the Hood" section. In the Privacy section, choose "Content Settings" and confirm that the "Do not allow" radio button is selected in the "Pop-ups" tab section.
Download and install a free, pop-up blocking software program on your computer.
http://download.cnet.com/smart-popup-blocker/3000-7786_4-10282837.html
Set the software pop-up blocker to its maximum settings to block all pop-up advertisements. Add websites to the "exceptions" options in the blocker software to allow specific, safe sites from which you want to allow pop-up windows.
also
IE: 8 right click in the top toolbar select the command bar this will add it to the toolbar then on the far right hand side select the tools then from the drop down list pop up blocker make sure its turned on and settings

hope this helps
It's easy to learn how to stop pop ups, and you don't need to download pop up blocking software to get rid of those annoying ads. Just try these easy fixes before downloading a pop up blocker.
The first three methods assume you can use the software you already have. It's quick and simple, and you won't need any add-ons with these methods.
It takes only a few minutes to stop pop ups yourself, even if you are not technically oriented. If Internet Explorer 7 (IE7) or Mozilla Firefox on a Windows Vista computer but these steps should work for any Windows compatible computer (although it may vary some if you have a different version of IE).
Here are four easy and quick ways to stop pop ups on your computer. You can use any one (or more) of these methods to get rid of those pesky pop up ads within minutes.
How to Stop Pop Ups - Method #1: Use Your Settings on Internet Explorer 7
Step 1: On Internet Explorer 7, go to "Tools", then "Internet Options"
Step 2: Click on the "Privacy" tab
Step 3: On the bottom, under "Pop-up Blocker", click the checkbox to "Turn on Pop-up Blocker". Click "Ok".
How to Stop Pop Ups - Method #2: Use a Different Internet Browser (Firefox)
Try using Mozilla Firefox instead of IE because Firefox automatically blocks pop up windows (unlike Explorer). You can download Firefox at http://mozilla.current-version.com.
How to Stop Pop Ups - Method #3: Use Your Web Toolbar
You may already have the google or MSN toolbar installed on your browser. If you try this approach, you may also want to read my articles on how to stop pop ups with your Google toolbar and MSN toolbar.
How to Stop Pop Ups - Method #4: Download a Paid or Free Pop Up Blocker
If you've tried the above steps, and you're still having issues, then you should consider downloading a pop up blocker program.
Two reliable free pop up blockers include the Google toolbar and MSN toolbar. Another popular paid pop up blocker is at http://ivyliu.com/panicware.htm.
For everyday pop up blockers, the above methods should work. However, if you've tried all of these suggestions and you're still having problems with persistent pop-ups, then it's likely that you have been infected with spyware.
Summary of How to Stop Pop Ups
First, try changing your IE browser settings to block pop ups. If you have Google toolbar or MSN toolbar installed, then you already have a pop up blocker installed along with it. Try using the toolbars, or try switching to the Firefox browser.
Finally, you can also download a pop up blocker (free or paid). It's easy to stop pop ups without having to download pop up blockers.
If these steps do not remove your pop ups, then you may want to download a free or paid pop up blocker.
If that fails, then you probably are infected with spyware, which must be removed in order to get rid of ad pop ups.
But the above four methods should work to stop most pop up windows.
also if its interfering with your search provider
Create the menu tab on your homepage right click in the top toolbar you should see a number of toolbar options select the menu tab which will add File Edit View Favorites Tools and Help
Click on the tools at the bottom of the drop down list will be internet options or
Click start control panel internet options you will see a home page box To Create Page Tabs type
each adress on its own line (type in google.com) or your preferred home page and browser
below that will be change search defaults click on settings you will see all search Providers
Toolbar extensions and Accelerators you have if don't need any of them you can disable or remove them.
if its a program you might have to uninstall it.
