Its nothing to do with the sustaijn board, blow a hair dryer through the back vents for 2 mins then it will power on its the capacitors need changing a known issue with this model

I have a Philips 42PF7520D/10 and have found the following Philips Service Manuals helpful:
1. Chassis LC4.9E AB (3122 785 15670) for all tech data but incorrect PDP PSU (3104 328 42741) tech data.
2. Chassis FTP2.4E AA (3122 785 14560), it is wrong chasis but has all tech data on PDP PSU 3104 328 42741 (PDP PSU 2K5).

Hi i googled the problem and whittled it down to 1 common problem. its to do with the sustain board y + z. i measured the vs+va and v scan volt from the power supply.i also inspected the chips on the y board with an magnifying glass for small pin size holes
