Look for black /burnt looking/smelling of oil there will be some form of guard covering it , usually 2 screws holding it on ( allen or torx ) , when removed take it outside and carefully pour petrol into it and very carefully set it alight to burn out any carbon /oil deposits

you have a dirty or blocked carb jets strip down the carb and clean out the running jet
dont poke wire into any of the jets to clean them this will distroy them!!! use car cleaner and cmprest air if you can,,good luck mike

This is either a clogged muffler or carb. Take the off and see if it will rev. If not you need to clean carb and install a carb repair kit. Do not run long with muffler off.

I have a Homelite UT08580 26cc MightyLite Backpack Blower. Since new it has run poorly if at all when the choke is in the run position. Normally I have to use it when in the 1/2 choke position. It has caps...

If you have'nt yet you should put a kit in the carborater,if that does'nt fix it{should} then you may have a plugged muffler,.if you can't get rid of exhaust you can't be reved up.

My Homelite backpack leaf blower runs until tank is 1/2 full

thats what it is try opening the gas lid look inside to see where the fuel line lies if its up high them try pushing it down to the bottom

Won't run at full speed continuously. Cycles speed up and down even at full throttle.

Check and make sure the exhaust outlet is totally open. If it has a metal gauze screen slide it out and wash with carby cleaner and replace.
Blocked exhausts are common problem in 2 stroke engines because users run the motor too slow and it ( + oily residue) carbons up the exhaust. With a blocked exhaust, usually the moror will start and idle pretty ok but will screw up when you try to run at full revs.

In Australia we get mud wasps building nests in there - a quick poke out of the mud and she's running full throttle again.

ps. Don't fiddle with the 2 mixture screws - unless your know what you are doing. You will only make it worse!!.

My Homelite backpack leaf blower only idles. when I press the throttle it bogs right down and wants to stall out. I have new gas in it,

Is the new gas some you just mixed up from the gas station or is from the can in the garage? If it is indeed fresh then you are looking at needing the carburetor adjusted. Sorry you can not do it yourself, The epa only allows qualified technician to adjust them. Plus the tool to do so are not available to the general public.
