adjust the high speed screw first with the throttle at full speed, then adjust the idle screw to maintain idle speed

Check the spark plug gap. It should start on full choke, move to half choke as it warms up and then choke full off when warm or it starts to splutter.

the problem is in the carby and the pump and float diaphragms need replacing

check and see if there is a hole on the end of the shaft at the head if it does insert a small screwdriver into the hole and twist the head counterclockwise hope i helped

I believe the choke lever is used to kill motor.
