You will need to either re-install the belt or replace it. I would assume that it's broken because it's not that common for it to just run off the pulleys.

check for the pump belt broken or off,clogged pump or sock or small item clogging the tub outlet to pump hose. the pump pulley may have become loose on the shaft also
About 90+% of the time when a dryer won't spin it is a broken/slipped belt. If the dryer makes some niose when activated, then the motor is turning, which exonerates the motor, leaving just the belt - the belt may have slipped off a (possibly broken) pulley.

Sorry but with such a fault it is extremely difficult to diagnose especially remotely ;-0(
It could be internal wiring/plugs sockets, control panel switches, control PCB or main motor.
I fear that your only real option is a service call as the engineer will have the right equipment to safely diagnose what is wrong.

Depending on what kind of noise you are hear it could possible be the motor if you hear a low grumble sound. This could be from a bad start relay on the motor and wont allow the motor to run. the start relay is no longer available but the motor assembly can be purchased, part number 306055. However if the noise you are hearing is a banging noise this could indicate an entirely DIFFERENT problem such as your rear roller bearings that the drum rides on. part number for both is 303373.
