The rubber belt is worn and slipping under load. (like a fan belt)
There could also be something caught in the belt or pulleys; clear it out and it should work.
If worn, replace belt soon...

Sounds like the drum belt is worn. That would make a squealing noise and as it slips it could be heating up and causing the smell. Replace the belt. The following site tells how to do it:
