Possible causes:
1. Another phone is off-hook besides these 3.
2. Bad house wiring - call the phone company.
3. Bad wiring somewhere between your house and the Central Office - call the phone company.

Caller says my phone rings 2 x's and then the busy signal. I don't know how to fix this.

For purposes of discussion, lets say you are the caller. The "busy" signal may be a "reorder" signal. A reorder signal indicates that that the network inbetween your network and the recipient's network (or just the recipient's network) can not "find" a route back to your network. If you had received a busy signal, you reached the recipient's network but the recipient was on another call. If the problem is a "trunk" failure, the solution is beyond your reach. Sounds like your phone or line is now short circuit and is holding the line so it appears busy to incoming callers. Try disconnecting the pnone and line right up to the incoming point of your house to find the problem.

When i press busy button on T7316 phone it says set in use

Did you mean "Line" in use?

Caller calling Voice Mail probably tied it up.

Tech needs to program Supervision Disconnect for the line/s and Carrier must do the same so they talk to each other.
So when callers hangs up a disconnect signal tells the system to hang up.
90 percent of the time the tech had it programmed but the carrier did not.

I have KX-TG1033 - 3 Handset - I have ID caller service - can a message be left when I am on the phone?

When you are on the phone the caller will get a busy signal, unless you have call waiting on the line, then the caller will hear ringback. If you have call waiting you can answer the second call by sending a flash signal to the service provider which puts the first call on hold while you are connected to the second call but your answer machine cannot answer the second call because you have only one line therefore only one speech path. So the answer to your question is no. If you have the voicemail feature from your service provider then the caller could leave a message not on your answer machine but in your service provider mailbox.

Disabled phone line

Sounds like the answering machine is picking up the telephone line and not releasing it.

Hence the busy signal, cause the answering machine has the line off hook. It's like leaving your telephone off hook, the next caller will get a busy signal...

The answering machine might be bad... have you noticed that you were talking on the phone and hung up then the next call would be the busy signal? Maybe test this out.
Do you have the correct voltage to the answering machine, too much power or too little power can do funny things to telephone equipement.

Make sure the handset is set in it's cradle. But it sounds like some other device is on the phone line.

Callers are getting a busy signal when my phone is not in use.

sounds to me that the phone set is shorted when you pick up the reciever it shorts the line but if the phone is already shorted this is why people are getting the busy signal
