On your phone in Settings>Accounts-Google>[your Google account], make sure you unchecked either Picasa, Google Photos, or Gallery (which are all possible sync options for the stock Gallery app). Google Photos is actually different from Google+ Photos, if you see both in that list. Google+ Photos syncs with the Photos app.
Once you've confirmed that you've unchecked the correct option, then go to the App Manager, select Gallery, and Clear Cache/Clear Data, then force stop. Now open Gallery again. The database should repopulate with your local photos, but not the cloud photos.
