The lights indicate what the issue is. Kind of like your check engine light in your car tells you something is wrong with the engine.

blown caps in the power supply a 470m at 16 volt cap it will be puffed up
Testimonial: "You were right. It was blown 1000uf caps. Great job. Thank you very much"
SOURCE: no sound and no picture. Tried several power
Its Your lcd control board or inverter boards causing this problem. Either board(s) need to be replaced, if the LCD control board developes a fault condition it will cause the inverters to strobe which in turn causes the backlight lamps to flicker .... if the dc-to-dc converters on the inverter board or series resistors open up this will also cause the same affect.....
Testimonial: "So..... How much to fix? Is it worth it. The unit came out of our toy trailer and has been used maybe 10 times"

Look for poor solder joint in the power supply board, its the inrush current limiter Thermistor (SCK-85, round disc ) clean both legs real well before resoldering, very common in this TV. Clean the legs and the PCB real well you may to scrape off some of the Green PCB coting to expose copper underneath, then bend both legs flat with the PCB to get more contact and soldering areas, this parts gets hot and cold (thermo cycling) when you turn TV on and OFF, so the soldering works must be really well done.
