How long does it take to charge the cordless vac?

How old is this vac? I ask because newer cordless systems use better battery technology with memory on charging. If it is fairly new then it could be a loose charging port. If it is more than 3 years old you may need to think about a new vac unless you can physically change the battery. (Li-Ion/newest and has 'memory', NiMH, NiCd are older).

I would think there is a blockage in the hand vac hose.

Charge before use, keep charged when not in use

static type charge with the plastic canister keeps it up there doesnt harm the use of machine

Like all batteries after a while they go bad/will not hold a charge. especially the kind that is always plugged in/always charging, like electric shavers, cordless vac and so on.
get a new battery
