Unfortunately, this problem may require servicing from Samsung. There is a video online explaining how to fix the problem, but it involves removing the back panel of the TV.

I don't know how old your TV is and whether or not it's under warranty. The safest thing to do is to contact Samsung for repair. In the meanwhile, here's the video if you're adventurous enough to try it:

First step in any Sony LCD projector repair is bulb or lamp replacement. Fixes 95% of problems.

Taking apart and trying to measure things without a known good bulb is a waste of time and effort.

Please count red light flashes and let me know. There would be long pause between flashes so count pause to pause. It is an error code of TV problem.

Green flashing is normal. Red flashes are error codes. Count the error flashes.

3x - Lamp cover position or cover detect switch bad.
4x - One or more fans failed RPM test
5x - Lamp power supply/ballast failure
6x - Thermal fuse failed (usually)

TV Sony KV-29F1E turn-on failure, red standby LED flashes (starts after 10-20 attempts)

When the set ends up flashing the LED, it should be a repeatable count. Can you please report that count here? Also, since the set eventually works, I'd suspect a bad connection or a part that has changed value over time. The blink code will help to narrow down the offending circuit.
