Is this a brand new system? What is the make/model?
This is a peculiar problem, as the computer was working fine for several months after you purchased the computer, then suddenly started this behavior. The fact that you do establish normal operation after the restart eliminates a few culprits. Your monitor is perfectly fine, as you eliminated that by trying another (same problem). I doubt the problem is your BIOS, as the OEM BIOS is usually a very solid part of the system. Unless you updated it in March/April?
The hardware should be fine--if there's a hardware problem, usually it works or doesn't work, or will work intermittently in an unpredictable manner (meaning, you'd start up and everything would be fine, but later on the video would cut out).
Also, try this experiment: When you start up the computer and you get the "no signal" indicator on the monitor, shut down the computer and leave it off for about 5 minutes. Start it again. If the problem repeats, it could be that there's some kind of software conflict between the operating system and BIOS, but a warm restart bypasses this.
It is possible that a Windows update that occurred around March/April may be conflicting with a driver or the BIOS. There are a couple of things you can try... In the "Accessories > System Tools" there is a System Restore utility. If you haven't made many changes to your system since March/April (e.g. installed a lot of device drivers, components, software), you could try restoring to a point where you are certain the problem wasn't occuring. If that works, you know that a software update is the culprit. If it doesn't, don't worry--you can "undo" the restore and go back to where you were so you don't lose other things you've installed (your registry gets updated frequently over time and you don't want to lose that).
There may be an updated BIOS for your computer as well. If you bought it new, it doesn't guarantee they had the latest installed when you got it.

If so, try this first:

addresses a common scenario where the router has been connected to the
Internet for an extended period and holds an IP address (DHCP lease) for a longer period of time than your Internet Service Provider (ISP) allows.
This is normal and does not indicate any issue with your Belkin router or ISP.
If the router is located where you cannot easily unplug it, you can
restart it using the router's web-based interface. If your DHCP lease
time seems to be extremely short, contact your ISP to see if there are other issues on the network.
In certain network scenarios, it may be helpful to turn off all the
equipment on your network, and then turn it all back on. Leaving some
devices unplugged for up to five minutes can also help. Try unplugging
the router, any switches, and any cable or DSL modems. Shut down
connected computers. Plug in the cable or DSL modem first.
Plug in the Belkin router second, and wait for the lights to cycle
through the startup routine. This prevents another device from taking
the DHCP lease. Lastly, start up your computer.

Can you explain how it is plugged into router , what sort of cable ? maybe provide a photo of cable and socket that cable goes into ?
Do you mean the box that the monitor plugs into via a vga cable. What sort of cable was it. Are there two sockets on the box that the vga cable might plug into ?
