most monitors must be connected to a running PC to work
or only work for seconds, then shows nosig, no syn, out of range
and turns off, even the oSD goes off, so is there PC a there
with live video and sync signals? must be.
what cable , VGA?

the manual shows it can be connected 4 ways,
dvi,vga,hdmi or with and adaptor, did you do one of these ways.
page 16 see that?

it costs nothing to see it at HP.
get the PC running first, with attached, 4 ways, of cables.
based on what model you really have, (suffix letters in model)
Monitor must not be locked, and PC running and conected
for SYNC up happens and menu OSD to work freely.
