It sounds to me like you may have a bad brush and/or pump belt. Since you are having a simultaneous problem of the brushes not spinning, as well as the solution not spraying, this is the most logical explanation of your problem. Especially if the machine was being used on stairs, this could pop the belt off if the brushes were continuing to be run.
This will be the easiest repair on the machine, and hopefully this will take care of it. If it doesn't, there are a handful of other things that it could be, but let's hope that it's simple and just the belt(s).
What you'll want to do is open up the machine to inspect the belts and make sure that both are in place, and not off the machine.

Please try this first, and if this does not fix the carpet extractor, I can walk you through some more advanced diagnosing. Just to make sure that we are on the same page, can you also please give me the exact model number of your Bissell? You may find this number on the back, or the bottom of the steamer. You had listed this repair under the Bissell ProHeat 2X 9500, but I'd like to just confirm with you that this is actually your model so I can give you the proper diagnosis. How old is the machine also?
