Part of your PowerSupply is Frito.
Probably the +/- 15 volt rails, could be other.
Check inside power voltages, probably some regulators are gone.
Preferably get a tech unless you have the know-how and test equipment...

RCA F36648 36' TV will not power on, makes a clicking sound when I try to power on

This set has a number of problem detection circuits and safety shutoffs. The clinking you are heearing is the power relay turning on then off as a problem is detected and hte set shuts down. This is normal expected behavior when the set has a problem. The most common cause of this is a defective horizontal output transistor that has failed. Expect a parts cost in the $30 range for this repair.

RCA P60920BL wont power up makes clicking sound

This is a chassis PTK195 and acommon fault with these sets, that causes the symptom you describe, is the flyback transformer goes bad.
If you're at all familiar with electronic repair you could start checking there (and horizontal output transistor shorts). If not have an RCA approved warrany repairer give you an estimate/service call.
Note: the good thing about these sets is the chassis is very common and easily removed for service (without bringing in the whole set.) .
Usual cost to repair flyback/ dead set symptoms $200-$350.

Won't turn on, relays click repeatedly

Flyback is the most problem assiociated with the clicking so a replacement will solve the issue..

Set is dead

Replace the Horizontal Output transistor and High-Voltage Transformer.
Set will come on, if it goes back off,solder around the switch mode power supply even if it looks good.

I have a colortrak plus rca 32" television that has no power it is not the outlet

I'd suggest testing the power flow of the television with a multimeter. Set it to voltage and check the relay. You can get multimeters that you can plug electronics in to. If you get no voltage change the power supply is dead. If you do get a change, then the tubes may be dead.

it is probably the relay that is clicking, there is problem maybe in the power supply section or some parts that is defective.
