The botom of the blackout area has a bright colored line. what does this mean and what is the fix?
If you can see movement in that top line that corresponds to the video you can still see below it, then it isn't really blacked out, it's compressed.
This is usually caused by a failed (or failing) electrolytic capacitor in the vertical deflection circuit.
I don't know what labor costs in your area but the part that needs replacement is no more than a couple of dollars.
The tech who can repair this would however would have to have a certain piece of equipment (capacitor bridge or meter with DF) to ferret out the bad part.
I have been recommending that folks have their conventional CRT sets repaired, buy a digital to analog convertor for them and park them both in a dry place when you decide to buy a flat panel set; these are failing at a much higher rate than the CRT sets so I don't depend on them entirely.
