This is a common problem for home owner machines rated for 50-75 hours of use. Is this Homelite "brand new" never used or is it brand new -only run a few hours? most machines will develop a problem after 30-60 days when sitting with fuel in them. This is because the 10% Ethanol in most cities leeches polymer strands out of the fuel system and combines them with the moisture of the air and oil in the fuel. This makes for a sticky white substance that blocks passage ways and sticks one way valves open. My fix is to purchase a $20 jewelry cleaner at a local tool shop and clean the carburetor (located behind the air filter) make sure your fuel lines have not been affected or damaged by the Ethanol and put the machine back together.
Using a high quality oil such as Stihl Ultra Oil can help prevent problems. You can also purchase fuel premix with no Ethanol through shops like www.arcolawn.com.

take carby down to any mower shop ...most brushcutters use same carbys...

ckeck for cracks in the fuel line sometimes they will crack and **** air, also the carb could need to be cleaned
