the system on your PSP is Hacked, you have to update to a hacked version :)
search in google for hacked PSP system sofware and follow the instructions ;)
and dont forget to mention your psp version name in search.

Your psp probably was hacked before and the idstorage was messed up. If you are luckly running on 1.5 firmware, you can run homebrew programs such as idstorage change and idstorage manager to fix the problem, then proceed to firmware update.
