Hopefully this is external to the TV which makes for an easy fix. Look at the panasonic menu, is it clear or distorted? if not you may have just swapped the blue and red component wires on your cable/sat box or dvd. Component video uses 3 wires for your picture (red, green, and blue).. the video runs on the green wire, but the red and blue are just chroma (color) so if you get them backwards you will get his issue. If this is not the case and you have an internal failure, there is something wrong in you video processing. Narrowing down can be achieved by checking all inputs and resolutions. If its on all inputs, its likely after your video switching IC, if not, before. Another good test is HD which bypasses much of the scaler (doubler) circuit that upconverts all non-hd video to HD for displaying on screen. If all is bad, but HD is good, the scaler circuit is faulty. All this video circuitry is usually encompassed by the Signal board, but specific models will determine exact repair procedure. A local repair shop may be the best bet if its a tv failure.
